Other comments:

While the primary target audience is regional scale planning committee’s, the proposed application will similarly service requests of a much more general nature from landholders through to specific data requests by academics and researchers. The target audience for the spatial data (regional planning) is aligned to the mapping presentation scale (1:100,000) while the target audience for the point data is more flexible, being collected at the plot (<0.1 ha.) scale. As the primary spatial data is collected at the 1:50,000 scale, it will also be applicable to a range of local government planning processes, such as LEP’s. Existing linkages with academic researchers (Sustainable Ecosystems, CSIRO), agencies (NPWS BRMD) and the Commonwealth (BRS – NVIS) will be enhanced by the proposed applications data retrieval and exchange utilities.

Mapping programs, either by DLWC NVMP Teams or jointly with one of the partnership agencies are underway in all of the regional areas identified above

7 Project definition

7.1 Project description and objectives

The purpose of this Project is to provide broad access to the data collected by the Statewide Native Vegetation Mapping Program, by developing a product that will allow the spatial viewing and analysis of this data.

The Statewide Native Vegetation Mapping Program delivers a range of raw and derived data sources, principally floristic data, API spatial and attribute data, spatial and categorical data associated with the environmental stratification process, data on the derived floristic units, statistical descriptions of both floristic and API units, and reporting information. The NVMP Application will develop electronic linkages between these data themes and provide an accessibility tool for searching and viewing them on the CANRI web site.

The Statewide Vegetation Mapping Project www.dlwc.nsw.gov.au/care/veg/mapsynopsis/index.html is the first program of its type in NSW to map strategically native vegetation at a scale of 1:100,000. It is being implemented as a whole-of-government initiative following the introduction of The Native Vegetation Conservation Act, 1997. The maps are generated by extensive floristic survey and analysis, and detailed remote sensing. They are critical to supporting effective decision making and strategic planning by the CMB’s and RVC’s. The mapping program is currently funded to provide maps within eight priority areas in NSW.

A complex series of design, sampling and analysis pathways exist to generate the final native vegetation maps and statistical descriptions. Floristic data is collected from stratified field samples and entered into an MS ACCESS database titled ‘Yet Another Vegetation Survey Database’ www.geocities.com/emilythecamel/projects/surveydb/. Site attribute data is entered into an MS ACCESS database titled YOWIE, based on the concept by the NPWS WRA Unit Dubbo and subsequently modified by NVMP staff to conform to the NVMP data collection guidelines http://cnr.dlwc/reports/veg-manual1-2.pdf These databases are held in Regional NVMP Team offices and maintained locally. Digital images of characteristic vegetation from each field sample are stored on Regional file servers. Data export/import routines are applied for data transfer into statistical software for analysis. Spatial data is captured and rectified locally and stored in ARCGIS and ARCINFO. Spatial data analyses (Floristic API Matching - FAM) are undertaken in ARCVIEW. Spatial and statistical reporting processes (S-PLUS, PATN, PC-ORD) are applied to deliver 1:100,000 scale maps and quantitatively derived floristic units descriptions. Each of these databases are highly specialised and available only to expert users with relevant software and training.

The opportunity exists to significantly simplify these pathways into a single Web based spatial viewing and interrogation product where the community, agencies, researchers, landholders and other interested parties can extract the relevant information to the desired level of detail and complexity. The proposed project will transform and capture the specialised data bases referred to above, establish the necessary point and spatial keys and linkages, and then develop the viewing and reporting components of the Native Vegetation Database Application.

7.2 Inclusions and exclusions

The project will be limited in geographic scope to the North-Lachlan Bogan area of western New South Wales and to the native vegetation mapping spatial themes for this area. The project is considered a pilot in the technical sense and will only therefore deliver a sample of 4 1:100,000 scale map sheet tiles.

7.3 Related initiatives and interdependencies

The projects technical environment is interdependent on the on-going development of the WebMapComposer on the CANRI web site. The projects deliverables are a sub-set of the existing statewide Native Vegetation Mapping Program’s deliverables managed by DLWC. Related initiatives within DLWC include the Native Vegetation Database, VegNet – Clearing applications, Property Agreements, TreeNet – Plantation applications and the Compliance Breach Register.

7.4 Technological environment

Webmap Composer/ArcIMS for spatial data and a range of applications for linking existing data to spatial viewing and searching tools. Examples of these applications include Oracle Spatial for data storage, PLSQL/HTML for attribute retrieval and analysis, MS Word for technical documentation, MS Project for scheduling/costing, MS Excel – used by the NVMP for data storage and MS Access – used by the NVMP for data storage.

7.5 Prerequisites and assumptions

The required data for project scoping, system development and testing is available for the Series 1 North-Lachlan Bogan 1:100,000 map sheets and further data sets will be incorporated as they are finalised.

The Senior User (or a representative) will attend CANRI Community Reference Group (CRG) meetings or contact a member of the CRG prior to each meeting to enable discussion on progress of the project and to ensure that users needs are met.

Other quality management measures to be adopted:

On-going audits of user requirements by the Senior User with broad range of regional stakeholders and experts.
