3 Abstract

This project will make CANRI information resources, especially web mapping, more easily accessible to users via both the CANRI site and other websites.

It will make CANRI mapping applications and other information callable with a given map extent or centre, and given data layer or data theme (eg "soils") in the web address. Content managers of other websites could then place a link to CANRI maps in their own pages by using a URL like www.canri.nsw.gov.au/atlas?extent=150,33,151,34&theme=soils. This would open up CANRI information resources so that outside webmasters can use them in their own local/regional or topic-specific websites across NSW.

The new capability will also be used to deliver a revised CANRI homepage where users can find and access maps easily by navigating down a tree-structured dynamically expandable menu of data themes, and by selecting regions from scrolling lists.

Web mapping applications will also be enhanced with the tree-structured dynamic menu to allow users to add layers to the map view without searching.

7 Project definition

7.1 Project description and objectives

Enhance CANRI applications so that the CANRI homepage and other websites can link to CANRI applications, customised by specifying the initial map extent and data layers. They could place a link to CANRI applications in their own pages by using a URL like www.canri.nsw.gov.au/atlas?extent=150,33,151,34&layers=water. This would help webmasters to use CANRI applications in local and regional websites across NSW. It may also be possible to allow other websites to use location names (eg "catchment=Macquarie") in their calling URLs rather than map coordinates.

These developments will improve CANRI’s usefulness to and penetration into the information resources of the wider community, by making it easier for those managing other non-CANRI websites to take a customised piece of CANRI and use it in their own website.

It will also make it easier to find the mapping information available on CANRI by providing expandable subject menus as an alternative access method to the existing data layer search form.

7.2 Inclusions and exclusions

Includes:

Enhancement to and loading of CANRI catalogue to register information resources (data layers, applications and websites) using the Data Framework subject hierarchy.

Redevelopment of CANRI homepage to use the new facilities.

Excludes:

Funding to further develop commercial web mapping products to deliver the required functionality. This should be funded by software vendors.

Comprehensive user testing.

7.3 Related initiatives and interdependencies

CANRI PROJECTS:

Useability: test and refine mock-up and beta version of Open Apps CANRI homepage and map selection tool.

Catalogue: coordinate development of catalogue support for applications and new subject hierarchy, with other development goals of Catalogue project.

Gazetteer: support selection by region from homepage and mapping applications.

local-ePartner: communicate goals and progress, and market outcomes to LGSA and their LG clients, especially with respect to linking from their sites to localised versions of the CANRI homepage.

Natural Resource Reporting - Water Quality (NaRRWQ):communicate goals and progress, and market outcomes to NaRRWQ reference group for take-up in online reporting initiatives (especially with respect to provision of drill-down menus to access indicator information).

Other: Contact will be made with managers of all other CANRI projects which produce information products, with regard to providing access to those products through the Open Apps subject hierarchy.

OTHER INITIATIVES:

NRM Framework: maintain mapping between CANRI subject hierarchy and NRM framework targets/indicators. Liaise via NaRRWQ project (see above).

LGSA local-e: managed via CANRI local-ePartner (see above).

7.4 Technological environment

The project will build on the existing CANRI catalogue stored in Oracle and enhance it to catalogue information products using the Natural Resources Data Framework thesaurus. XML/XSL will probably be used to create and style pages to drill down through the subject hierarchy.

The project will require application-serving technology (such as the existing CANRI web mapping tools) which is capable of integrating data from OpenGIS web services and presenting it in interactive maps; and being interfaced with the above thesaurus (and gazetteer).

An OpenGIS-standard gazetteer service (a Web Feature Server profile) is desirable to support scrolling lists of regions on the CANRI homepage. If this is not available, scrolling lists can be hard-coded.

Rational AnalystStudio will be used to analyse, design and document the software enhancements.

7.5 Prerequisites and assumptions

Natural Resources Data Framework (hierarchy of data descriptors) has been agreed by NRIMS agencies and applied to classify core/priority datasets.

MET Online is deployed, ready for enhancement to incorporate the data framework thesaurus, and to enable registering of websites and other information resources.

Proposed response

Proposed drill-down user interface may not work on all target browsers. Find alternatives that work on other browsers and use browser-detection to select the appropriate mechanism.
Scope of work exceeds budget. Prioritise within scope or find other sources to supplement budget.
Facilities to call applications from other websites won’t be picked up by webmasters. Workshop targetting webmasters of NRIMS agencies.
Scope creep, cost blowout and/or deadline slippage. Clearly specify requirements, and manage changing requirements with rigorous method embodied in Rational tools.

10.3 Quality management

Progress reports will be provided to the CANRI coordination team every two months or otherwise as required.

The Project Manager (or a representative) will attend CANRI Program Implementation Group meetings to discuss progress on the project.

The Senior User (or a representative) will attend CANRI Community Reference Group (CRG) meetings or contact a member of the CRG prior to each meeting to enable discussion on progress of the project and to ensure that users needs are met.

Other quality management measures to be adopted:

Rational AnalystStudio will be used to gather user requirements, model software components and manage change requests.

11 Other information

This project has been carried over from the 2001-2002 Open Apps project which was dropped due to insufficient funding and delays in delivery of pre-requisite products (including the Data Framework thesaurus and the replacement of first-generation CANRI applications with the Web Map Composer).

The SoEdirect application is already callable with an LGA name. Eg http://soedirect.nsw.gov.au/app/index.jsp?region=Randwick will preset the scrolling list of LGAs in the SoEdirect index page to Randwick.
