The program commenced in 1994 under the name of the Monitoring River health Initiative as a part of the National River Health Program. The EPA was selected as the lead agency for this program in NSW. Most of the funds for it came from Environment Australia and were administered by LWRRDC until 1998. From 1997 onwards the program was funded under the NHT with near half of the funding contributed by Environment Australia and the rest by the EPA and other agencies in NSW including the DLWC. Environment Australia took over the administration of the national program from LWRRDC in July 1998.
Macroinvertebrates and a wide range of environmental data were collected from 1064 river sites throughout NSW between September 1994 and May 2000. Of these sites 329 are reference sites representing the best available condition of a river type in NSW. The data from the reference sites were used by the EPA to develop predictive models that allowed the assessment of the ecological health of river sites in NSW using macroinvertebrates. The predictive models were then incorporated into AusRivAS -an interactive software package- by the Cooperative Research Centre for Freshwater Ecology. The data collected throughout the program was put through AusRivAS and assessments obtained of the ecological health each of the sampling sites.
